Cemetery Management
The Town of Carrboro’s Public Works Department is responsible for the operation and upkeep of its two active cemeteries: Old Carrboro Cemetery and Westwood Cemetery. Services provided include:
- Sale of burial plots
- Staking of monuments and plots
- Landscaping and general grounds maintenance
In addition to these active sites, the Town also maintains the Weaver Family Cemetery. On November 22, 1994, the Carrboro Town Council approved a resolution to incorporate the Weaver Family Cemetery into the Town’s cemetery maintenance system. As part of that resolution, no future burials are permitted at this location.
Westwood Cemetery Master Plan
On September 19, 2023, Carrboro Town Council approved the Westwood Cemetery Master Plan prepared by Carter van Dyke Associates (CVDA). The Plan outlines enhancements for the existing 8.73-acre cemetery that includes:
- Expanded areas to accommodate future needs
- Diversified interment options
- New loop road access to improve traffic flow and safety
- Walking paths made of asphalt and mulch
- Rain garden designed to manage stormwater and reduce erosion
- Reflection area featuring seating, flags, and memorial wall
- Perimeter fencing to enclose and protect grounds
- Tree plantings to enhance landscape and provide shade
- Undeveloped greenspace

Payments for cemetery plots, plot stakings, and monument markings are accepted only at Town Hall, 301 W Main St., Carrboro, NC 27510.
Cemetery Forms
Natural/Green Burials
Natural (or Green) Burials are permitted at Old Carrboro Cemetery and Westwood Cemetery.
Carrboro Town Code defines Natural Burial as:
"A method of internment with minimal environmental impact and which aids in the conservation of natural resources, reduction of carbon emissions, protection of worker health, and the restoration and preservation of natural habitats. This method of internment does not include embalming of bodies, does not require grave liners or vaults, encourages the use of biodegradable burial containers, and is intended to the natural decomposition of bodies."
At this time there are no cemetery plots available at Old Carrboro Cemetery.
All cemetery operations are governed by Carrboro Town Code, Chapter 13 – Cemeteries (PDF) and are designed to protect the interest of plot owners and preserve the natural beauty of our cemeteries.
Old Carrboro Cemetery and Westwood Cemetery are open to the public, year-round, from sunrise until sunset.
