Board of Aldermen Meeting Summary

The Carrboro Board of Aldermen met on Tuesday, June 6, 2017. Following is a brief summary of noteworthy actions. It does not include all actions taken at the meeting and should not be viewed as official minutes. Proclamations, Resolutions, Acknowledgements
Chief Walter Horton announced the promotion of Sergeant James Walker to Lieutenant and Officer Trey Kennedy to Sergeant.

Mayor Lavelle proclaimed June 7, 2017 as “Carrboro High School Women’s Soccer Day,”  the month of June as “Immigrant Heritage Month,” the week of June 18th as “Carrboro Pollinator Week” and the month of June as “LGBT Pride Month” in the Town of Carrboro.  In association with Pollinator Week, the movie “Hometown Habitat” will be shown on Sunday, June 18th at 3:00 p.m. in the Carrboro Century Center. 

A Request to Issue Permits for the Annual Four on the Fourth Road Race, Carrboro 10K Road Race, and the Gallop and Gorge 8K Road Race
The Board of Aldermen approved the permits for the following schedule:

  1. Four on the Fourth Road Race: Tuesday, July 4, 2017 from 7:45 AM to 10:00 AM:
  2. Carrboro 10K Road Race: Saturday, October 7, 2017 from 8:00 AM to 11:00 AM:
  3. Gallop and Gorge 8K Road Race: Thursday, November 23, 2017 from 8:00 AM to 11:00 AM:

A Public Hearing for the Consideration of Town Code Amendments Relating to Bike Lanes and On-Street Parking
The Board of Aldermen considered amendments for parking restrictions on Cobb Street, Broad Street, and bike lanes on Hillsborough Road and Pathway Drive.  The Board adopted an ordinance amendment that will extend bike lanes along both sides of Hillsborough Road to its intersection with Old Fayetteville Road, consistent with existing pavement markings.  No amendments were made regarding Cobb Street, Broad Street, and Pathway Drive. Staff will bring back further information on those three locations at a later date.

Creation of a Stormwater Management Utility
The Board of Aldermen adopted an ordinance that establishes a stormwater management utility for the Town of Carrboro, effective July 1, 2017.  The FY 2017-18 budget has $308,383 of fund balance to be used for the utility during the upcoming fiscal year. It is projected that a permanent funding structure will be adopted and utilized for fiscal years 2018-19 and beyond.
Review of NCDOT Alternatives – Intersection Improvements at Merritt Mill – Franklin – E. Main -Brewer Lane
The Board of Aldermen received information on alternative improvements being designed to alleviate congestion and increase safety at this intersection.  They communicated to NCDOT the Boards desire to proceed with work to evaluate and select improvements to the intersection.  Town staff was directed to meet with impacted property owners to gather their input and perspective.  The Board did not select a preference but spoke of the need for pedestrian improvements.  This project will continue to be discussed and further meetings will occur prior to any final decision.   

An Election to Fill the Vacant Seat on the Carrboro Board of Aldermen
The Board of Aldermen decided to fill the vacant seat of Michelle Johnson during the general municipal election scheduled for November 7, 2017.  The filing period for the election begins on July 7th at noon and ends on July 21st at noon.
